 | The purpose of this stamp issue is to inform the public and publicise the Literacy Decade. The Literacy Decade stamps represent a decade of communicating the benefits of learning to read and write. They also represent the importance of understanding the written word, and by implication states that one's life will be enhanced if one can read and write. |
